A CLEAR, WELL-STRUCTURED INTRODUCTION TO INTERNATIONAL ORGANIZATIONS IN 2015 IN 132 PAGES

An appreciation by Phillip Taylor MBE and Elizabeth Taylor of Richmond Green Chambers

As the author, Professor Jan Klabbers says in his Preface, this book “necessarily paints with broad strokes” which is to be expected for a work which is both ‘advanced’ and ‘an introduction’ to global executive power organizations.

Klabbers rules the book out for the undergraduate as “it is not very suitable as a university level textbook on international institutional law”!

However, fear not- for Klabbers then explains the book’s use for the informed citizens assisting with help in formulating some reasoned opinions on, say, the United Nations’ latest enterprise, or how to assess the activities of the World Trade Organization, or the most recent policing engagement of the North Atlantic Treaty Organization (possible compulsory reading for Labour leader, Jeremy Corbyn in late 2015).

It is right to say that this is another excellent example of the works published by Edward Elgar Publishing for their ‘Advanced Introductions’ series of titles which are both stimulating and thoughtful introductions to major fields in the social sciences, politics and law, and expertly written by the world's leading scholars.

This highly readable introduction from Klabbers gives what the publisher describes as “a nuanced overview of the legal mechanisms behind the operation of international organizations such as the UN, the EU and the World Bank.” He does just that!

Of particular assistance are the perceptive insights given by placing the law of international organizations in a political context. At the same time, the author presents a short but systematic discussion of a variety of relevant legal notions, ranging from the powers of international organizations to mechanisms of accountability.

Jan Klabbers is a leading authority on the subject and provides a concise and accessible examination of this developing facet of international law. We feel the book is of great benefit to both lawyers and political scientists for it is well-written and sets out clearly organized arguments. It is also very up-to-date with the latest developments taking place internationally.

The author focuses on the bigger picture, rather than any one detail and discusses law in a global (political) context. The aim throughout is to give a short but complete understanding of how the law works and why it works in a particular way.

And to that end, and to acquire some understanding of global governance (and how to keep it under control), Klabbers has provided here a basic blueprint of how such “entities” (the current favourite word of the decade) operate, whether there are limits to what they can do legally, and how they can be controlled (if at all!)

This is definitely a book for the modern international politics watcher, social scientist, and the international lawyer who has probably been most frustrated in the past that so little has been researched and developed in this area- it has now and Jan Klabbers is to be congratulated on a book of great worth in the developing area of international institutional law.
